Commercial Observer Merchants Capital Corp. has provided $29.6 million of Fannie Mae financing against the 109-unit seniors-housing property at 80 Rutgers Slip in Manhattan’s Lower East Side. The property is owned by Two Bridges Neighborhood Council, a New York nonprofit that has owned it since 2005. It was built in 1987.
