Commercial Observer Citigroup has provided $22 million of financing against the 34,600-square-foot retail property at 521 West 21st St. in the Chelsea neighborhood of Manhattan. Marcus & Millichap’s Institutional Property Advisors unit arranged the loan. Locus Realty Inc., led by investor Guy Roberts, owns the property. Tenants include three art galleries.
