Shlomo Chopp, a long-time New York property consultant who recently formed Terra Strategies, has invested in a single-borrower CMBS issue backed by a New York City office building in a deal that he projects will provide a cash-on-cash return of about 10 percent. Chopp said he plans to continue pursuing additional, similar investments and is looking to build a war chest that would give him a capacity of at least $500 million.
